Brief Introduction of the CenterWith the approval from the People’s Government of the Nanjing, Nanjing Land Reserve Center (NJLR) was formally founded on January 3, 2002 under the jurisdiction of Nanjing Municipal Bureau of Land Resources with the registered fund amounting to 100 million yuan RMB. The purpose of establishing the Land Reserve Center is to normalize the land market order of the Naming Municipality, make full operation of the urban State-owned land resources and raise funds for the urban construction. The land plots which can be developed and set in the business operation within the scope of the urban areas shall be reserved in a unified way by NJLR on behalf of the government. NJLR shall make the unified supply of the reserved land plots to the general public according to the land supply plan.
The main functional duties of NJLR are as follows: 1. To formulate the land reservation plan and the annual plan of the land reservation; 2. To formulate the land reservation operating scheme for the specific land plots; 3. To be responsible for the development, utilization and management of the reserved land; 4. To ensure the income of the government resulting from the land and raise funds for the urban construction through the operations and implementation of the reserved land. The founding of NJLR is an important move for deepening the system restructuring of the urban investment and fund raising on the part of the CCP Municipal Committee and the Municipal Government and is a key measure for propagating the “urban land business operation ”.
